You could laminate them on card stock (I have used old manila folders that I cut into 8.5 x 11 and feed into the printer). Then I either put them in envelopes or ziploc bags. You only have to make 15 sets for a 30-student class. (I have them share and test each other.)
1 – Whole, Half, Quarter, Eighth, Sixteenth
